accroding to my lawyer, PRRA is a right.
You have to wait for one year after your failed refugee and appeal, if you are not up to one year, you are not eligible for PRRA. It's not a right, it's more like a privilege. Depends on the Officer's discretion.
My H&C is not refused ,i just overstayed CBSA and also miss to do monthly reporting i was appointed to do reporting but i forget to report for 1 month.
You need to go give them a good reason why you didn't report the will let you go, I reported for 5 years that's how I did it with them .
