i don't have an answer for your friend but i want to ask you why they send applications from vancouver to other processing centers ( niagara falls, mississauga, montreal, toronto) ?

I heard that most of files processed in niagara falls are accepted..

I never heard they process H&C in Montreal.
It could be for Certificate of Quebec Selection.
I'm in Montreal, and I got my Quebec selection application because the Federal Government informed them I got AIP.
