Hi reneelaw1,
Yes this is normal.
I also applied for h & c in September 2019 but before submission my lawyer told me to get my biometrics done as it is now required by ircc during submission.

I’m just sharing information Based on what I see and what I hear from ppl in community One family got negative answer In 9 months show in website Decision made if decision made before AIp its Negative answers The immigration officer told me

What was your h&c base. Our is minor child. We filed in feb 2018.

DID YOU RECEIVE ANY COMMUNICATION TO SUBMIT MEDICALS AND POLICE REPORT BEFORE GETTING AIP?

As I said H&c officials working on 2018 application Now is the time for 2018 applications and then move on to 2019 applications and the rest following next year

Yes your right maybe there’s working 2018 application because now they reduced processing time 29 months.
