As long as you are not a refugee claimant (either current or failed), have valid status in Canada, and meet the other program requirements, then I think you should qualify.

Not disagreeing with you. Tough to justify how Canada has the capacity to absorb more seniors when we can’t care for the existing ones who have typically lived and worked in Canada for decades if not their whole lives.

But I think this 10k approval will divide it to those classes I mentioned above each of them get a different amount of Approval if it’s not correct then how come government shared this announcement officially for members of public!

Yes the quota will be divided between the different forms of H&C programs. Not sure if IRCC even has cemented the allocation because they also just increased the quota for Sudan. You could try and do a freedom of information request to if you can get more info. There is more likely proposed intervals so IRCC has a little more flexibility. In general given the volume of H&C applicants and quota it will take much longer to process H&C and it will likely be more difficult to obtain.

It will be which is why the program needs to be reformed so only a limited amt of people can either submit applications or there is a triage system to quickly deny applicants who don’t qualify.
