In general, decisions are not reasonable especially if you have a lot of good arguments and proofs and in this case you will have good chances for JR but you have to apply during 2 weeks after receiving the decision if you didn't you can ask for extension.
You also can apply for reconsideration by email to Vancouver.
You can of course apply for second application even if you will apply for JR @grahs1994 have a good experience with this point

If it says "decision made" and you haven't completed a medical, that means they have refused you. You must complete a medical as part of the process. If you get "decision made" before the medical, this means it's unfortunately a refusal.
