How is possible eligibility not started in gcms but it started in call centers when you checked the status?

Call center standard response. For them, once they issue AOR your eligibility started. For GcMS, eligibility starts when your deciding officer starts reading your HC arguments.

Today I just received an email for my visitor visa that I have applied on November 2022. It took about 6 months while the normal processing time is 3 weeks. Hope this will help to open and process my H&C application

They are secondary office processing background checks. You do not need to worry about that. They will be dealing with other agencies to clear your background checks.
