I strongly believe that the processing times are better than before, I have met several people who have had responses after 6 months, 5 months and even 4!
I think the long processing times are for complicated cases, especially where there are security and criminality problems.
33 months maybe he is 2018 applicant or he applied for assylum or he has some problems but of course i hope that will have a positive decision.

You’re probably correct in your assumption. With the reductions in TRVs, Student Visas, TFW and new refugee applications, IRCC has likely retasked the workforce to address some of the backlogs in the system that could be dealt with during the pandemic. Whether it continues this way once things open up, who knows.

If you requested the gcms today it means everything is done up to today date but you don’t know what happened in your application after today 3 to 5 weeks
For example
I ordered gcms March 22 2021 but I received my gcms note on May 22 2021
They give me information up to March 22
Whatever work done between march 22 to May 22 I don’t know
That why you need order again gcms note 3 months later to get order more information
