First of all, you cannot apply for H&C while outside of Canada. You must be physically in Canada to apply for H&C.

I have been in canada for my father's job placement in Toronto and moved to Hamilton in dec2006. I've had my PRstatus at that time and I had my social insurance number which start by the number 5.But in Jan2008 I came back to India.Now I am currently studying in Hungary ,Europe for my Bachelor's .Currently I wanted to pursue my higher studies in ONTARIO .But the problem is that the visa which I have is in my expired passport.So should I renew my pr status by flying to canada?What documents can i submit by online?So Wat r my chances of getting a H&c approval.

H&C to retain PR? Slim to none. Your story does not show any H&C considerations.
To fly directly to Canada you need to apply for PRTD.
You can also fly to the US if you have a US visa and then cross to Canada by land border. If reported, you will mostl likely lose PR. If not reported, do not leave for 2 years and apply to renew your PR card.

As above get a US visa or an ESTA if from a visa waiver country. Travel to the US and attempt to enter Canada via a land border.
As a PR you would still be entitled to enter but with a 12 year gap likely you would be reported leading to your status being revoked. If not reported you stay put for 2 plus years before applying to renew your PR card.
Otherwise you renounce your PR status apply for a study permit followed by a PGWP followed by a fresh PR application. Of course this would mean international fees and a plan that could take a few years to achieve.
None of this is likely possible whilst COVID travel restrictions are in place in particular to the US and you cannot fly to Canada without a valid PR card or a PRTD. If you applied for the latter it is likely your PR status would be revoked due to the 12 years away so failing the 2 years in every 5 residency obligation
By all means you could make an H&C application if removed as a minor by your parents but chances are slim of approval given older post 18 you get the harder it is to justify and also processing time could be a negative
Your OHIP will have lapsed so you will need to apply for one, hard to do without a valid PR card so you may also need to wait 2 plus years before you can apply for OHIP. SIN would be deactivated so you will need to reactivate. Not sure how that works.
