I am travelling on 18th November and want to apply urgent passport. Is there any passport office in GTA which is accepting walk-ins after 9 am?

You can go to either of the Passport Canada office mentioned below as a walk in (just carry a proof of travel(either ticket, itinerary, hotel booking etc):

I applied mid Sep (walkin) at Passport Canada office in North York, and got the passport within 10 business days(standard application)

9:00am... but it took 1.5 hrs before we could get to the counter and apply.
So I'd suggest to go around by noon, there would be no queue
