China has recently (1 April 2019) announced that China will no longer register marriages between foreigners. The couple had been planning to register marriage on Monday.
While Canadian can travel to China, cannot stay there for a year to establish common law status.
Question: in your opinion, are there grounds here for a conjugal sponsorship?

There certainly isn't a requirement to venture to every single country possible to see if marriage can be arranged. However Russia is the applicants home country. IMO conjugal will be difficult to prove if marriage is fully feasible in the applicant's home country. In that case there aren't any real immigration barriers. Just my opinion...
