Do you have a PAL? Each province is capped at the number of students so focus is on public DLIs first, not private. No one can tell you chances.

No PAL doesn’t increase your chances. Why would you interview for a PAL? Once you have admission, you (or school) applies for PAL.

You have to tell Canada that your student visa was refused. Don’t know what visa ratio means but approval depends on PAL, funds, justify program with job opportunities, ties to return etc.

It is in the study permit application asking if you have received any refusals from any country. You say YES and declare it.
