Hello there1 I am an international student who will be graduating this Decembe, and I am interested in staying in Quebec after my graduation. I was wondering if I could apply the CSQ (PEQ) before getting PGWP? or I have to get my PGWP first before applying CSQ. Thanks.
You don't need to have the PGWP to apply for the CSQ through the PEQ-Students.

Graduating in December, would you have your diploma/degree before 31st December to apply under PEQ-Student category? I am not sure if MIFI accepts letter of completion instead.
