Graduating from Quebec and wants to apply for PR from ON

I am doing my MBA from a School in Montreal. I will graduate in next year May.
Montreal is a French city and employers ask for French knowledge for job.
I am planning to shift to Toronto after my graduation.

Can I apply for PR from ON province while I am staying and studying in the QC?

If you intend to stay out of Quebec, and you meet the 1 year work experience requirement then yes you can do so, through CEC stream.
