We are all American family about 10 months into our PR application. Our son will graduate college here in the spring. His plan is to apply to Canadian graduate schools, but we are wondering if anyone has experience with receiving a PR approval after getting accepted by or starting school as an international student. Will the University refund any tuition if paid?

As far as I know, there are certain quota of seats for international students, which help Universities plan their annual budget and funding. If the status gets changed from international to domestic student then this will hamper their annual budget planning.
They won't return the academic fees which has already been paid as an international student. I doubt they will reduce the tuition fees to domestic student in future semesters when you have got your PR. The trick in such scenario is to change school and get credits transferred.
