Got student visa but not study permit

My sister applied for study permit within Canada she got her student visa 1 week of application but it is now a month she has not received her study permit, she has raised webform twice, no acknowledgement no response, the only response was from twitter that they are busy with Afghans at the moment. What other options are available?

Is it a renewal within canada? The actual study permit is issued at the border when you land in canada. All she gets when applying is the visa (trv) if needed and a port of entry letter

Your sister’s passport was stamped with the counterfoil in 1 week after application? AFAIK, visa application within Canada takes about 90 to 100 days. Also, if your sister applied for SP inland and has valid status, visa application is not mandatory. What does your sister’s gckey say? the SP document number should be there if approved and would state the validity dates.

During this Covid-19 IRCC made it possible for one to convert visit visa to student visa with deadline August 31st. She applied in July and got passport request within 4 days. She has the Student visa stamped on her passport and according to IRCC website if you applied within Canada you will receive the study permit at the address you applied from. Note that she received the Student visa but not the study permit.

Yes. She was issued 2 years student visa counterfoil.

I think you did not understand what she was trying to say.
Because,
How he got study visa inside the Canada without study permit??
Because inside the Canada you need to have first study permit then on behalf of study permit after then you can apply study visa which can be expired on the same date of study permit.
But if you applied from out side the Canada then you will get study visa first and then study permit at the port of entry.

What if you are in-Canada applicant?

Inland application does not require visa application (TRV is optional). SP will be mailed to the applicant at the Canadian address provided in the application form.
