Then yours is a PPR!! Congratulations!! I am applying via Beijing office,too. Nowadays, most applications via this office are been processed pretty fast! I did submit my passport like 3 months ago,still waiting for a decision.

I think if Beijing office is holding his passport for so long it is likely because they asked him to submit it along with the medicals and at that time i guess the security checks may have not started and it is till they are done with the checks that they stamp PP and send back , this would have happened to me if i submitted my PP with my medicals in dec 2009 but since i had to travel , i didn' t send my PP at that time and later when i came back from my trip , i contacted the office to inquire if i could send my PP and they said that they will require it again when my application will be close to finalisation and that's what they just did yesterday...

You're right. I did submit my passport alongside my meds and I guess that,that should be the reason why a decision hasn't been reached yet.To tell you the truth,it's NO fun to wait!!
