Clearly IRCC is going through the backlogged TRVs and seems to be approving most of them just to clear up the backlog.
 
I applied for my Brother in April 2022.
We got BVL on April 28 2023. I went ahead to create an account on the tracker( the tracker was last updated on April 19, 2023). When I checked, the documents details was blank on April 29 and 30th.
I checked on May 1st and I can now see the visa number, expiry date etc but the tracker status still shows last update was April 19 2023.
I am hopeful and looking forward to PPR.
