DATA INDICATES THAT THEY HAVE DONE NOTHING UPTO SEPT 2012, I FEEL THEY HAVE JUST ASSESSED THE FILES AND ARE STILL SITTING ON THEM FOR ALLOTMENT OF ANNUAL VISA QUOTA THOUGH THEY HAVE PROCESSED FEW MI-2 & MI-3 FILES, ONE THING IS CLEAR FOR SURE THAT QUEUE IS

This wait is meant till MR only after that there's no que for MI1 or 2 or 3.
The average processing time of MI1 applicants of NDVO is around 9 mo or little more. There, who got InProcess in Feb 2012 or onward are now in the stage of getting their visas.
Comparing this with LVO, especially those who had received 6-12mo wait letters, its obvious that LVO had intimated these successful applicants by sending this letter. However, it would take its normal time during InProcess stage, say 8-11 mo, and likely within an year's duration next step should be intimated.

NDVO has finally started issuing visa's to MI1 applicants....
Let's hope our desire for the maple leaf is fulfilled by NDVO soon...
