This is the response to an email i sent to the CHC yesterday. I hope this clarifies a lot of confusion.
Dear Client,
This is in response to your email (see below) regarding the work permit / student permit / Permanent Resident Travel Document application.
Please note that the normal processing time for applications for these documents is as follows:
Work Permits: 20 weeks from receipt of a complete application
Study Permits: 8 to 12 weeks from receipt of a complete application
Permanent Resident Travel Document: 8 weeks from receipt of a complete application
We understand your concerns. However, we are not able to finalize processing by the date requested. We appreciate your patience and we will contact you once processing has been finalized.
For future reference, in all correspondence to our office, please refer to the applicant's full name, date of birth and file number.

a question that i have is that it is commonly seen that the passport usually arrives 1-2 weeks before classes, now that i have applied in April a/c to you i will get a response in July??

It really depends on case to case.
I have seen on this forum that people applied 9 months in advance, Got their visa 3 months in advance and are leaving in May for Canada.
It could also be a case where ur background check is taking longer than expected. But i don't think they necessarily hold on to ur passport for long intentionally.

I think 12 weeks includes all the medical delays. I HEAR , (and don't quote me on this) that the initial review of ur application is done before they call you for medical. In case they want to refuse you on the basis of ur application/ lack of funds or other document related issues, they will NOT send u a medical request.
But this is just what i hear and not confirmed reports. The Consultant i spoke with also mentioned this. So i guess it could be a general occurrence .
