Is it possible to fly to US first, stay there for a week for vacation. and enter Canada with just a citizenship card by land at the boarder?
i am asking for my grandma because she would like to visit another family in the US first before heading back to canada

How is she going to fly into the US without a passport? If she returns to the US she also requires a passport as of 01/06/09 with land, sea or air.
