Hi,

Is it easy / fast enough to go thru all the process to get a LMIA job offer (software development) in Toronto, or I should just look at other ways of immigrating to Canada?

My points without a job offer are low (no completed Univ. degree) and I am also considering a (Open) Work Permit.

What is your experience so far with this job offer process?

No. Almost impossible unless you have very high demand skills.
For computer programmers I'd look into the Global Talent Stream:

Very few cases qualify for Open work permit. Generally either if you applied for PR and have a soon-to-expire work permit, or because the spouse has a work permit for skilled work.

Not having a university degree works quite heavily against you.
