Is this a job offer??

Hi guys.

I'm a current fellow in anesthesia at university of Toronto ( my employer). And I'm here for 1.5 yeast already under wp. I have a new contract for next july in a different hospital of uoft. My contract have all been LMIA Exempt.

Could this new fellowship (1 y from july) be considered a job offer and give me the 50 points for the ee?
