My MP followed up today and they said my application requires further verification and therefore non routine. 17 months do not apply to me. I have no ideas what they need when no correspondence.
I find that it's very rare to see some significant change in the notes (or by calling them) before they are updated in the tracker... After LPP starts, it usually finishes really quickly, so it's only for a short time that you can catch an interesting information earlier than from the website.
I also got my ATIP notes the other day and LPP still wasn't started, even though I already did an interview, LPP is completed, and I already got the oath invitation... I believe that's because there can be a delay between them checking the notes and sending it to you.

Yeah, you should be able to see when the notes were generated by looking at the footnotes at the bottom of your pdf. Mine was generated on Sept 21 and sent to me on Oct 17.

When you returned after giving the test outside Canada, did you send them a copy of your boarding pass and tickets? If not, send it to them via webform.
Call them and say you have reached 17 months and continue to do that until you reach an agent who actually listens and cares, relaying the message to your officer.

My spouse also got the same answer. Test was done outside Canada in January. No updates since March. LPP in progress and MP said the same thing just like you few days ago
