30 days has been passed but still I did not get any notes. I lost no reply email, somehow I have tracking no.

Hi, if you are the sponsor and your wife is living outside of Canada, you will need to fill out the consent form, pay $5, and use Access of Information. The Privacy Act only works if the primary applicant is presently in Canada

In the officers notes it says this:

In CATEGORY where it says “I have analyzed this application based upon the documents submitted by the applicant and the information contained in the file and make the following recommendation. ELIGIBILITY” What does this mean? Does this mean the officers recommends I am eligible? Or is it the officers recommending to start eligibility?

How long does everything wait between ordering each set of notes. My last notes were generated November 16. When would be a good time to order them again?

Yes they are. You need to fill out the consent form and submit with your request.
