Maybe they are finished with their searches running your name through the databases? IDK. The same blank pages were present on both sets of my notes. Probably security won't say passed until eligibility passes, just as it is supposed to with criminality.

Those blank pages with the 16(1)(c) were present on my first set of notes also when I ordered them in June. My theory is that they started the criminality/security check and nothing has been done with that since my file arrived at the VO as indicated by the lack of updates on my criminality section. That is why they are still there. The notes indicate they haven't really looked at criminality since February which is when my background check went into progress. I am guessing nothing might be done until they decide what will happen with eligibility. However, the usual chain of events seems to be background check going into progress when they start the security and/or criminality checks and then perhaps that is when you see the blank pages. It's my theory that maybe they are finished with this part of the check for you (did you see any dates on the updated section more recently ... i.e. they reviewed your file under criminality? I think under security it seems they don't indicate anything other than "not started" even though they might have started or even completed their review. I did read somewhere that some people get a "passed" status in their notes).
I am going to get my next set of notes in about 2 weeks so I will see if those blank pages are still there and if my theory might hold up depending on the activity that has gone on since I last ordered them.

Speaking from personal experience, we sent in our RCMP fingerprint certificate in July and those documents have not been entered in to our GCKey account to this date under Review of additional documents. I think it is not uncommon that they are not updating our status on .

My criminality status on last set of notes said "in progress". Two months earlier it said "not started". I am taking that as a sign that they looked at and/or did something with respect to background check.
