I browsed through the CIC website and it looks like we need 3 years of continuous NOA to have a minimum required gross income. I currently have lower than required threshold for 2016 but sufficient for 2017 and 2018.
My 2019 gross income will also be sufficient enough.
My question i can I file an application in 2020 (whenever they start accepting applications) and then provide my NOA when I receive it?

They will tell which years you must have the NOA for. If you don't have the correct value for the correct years, then don't apply. For example, for the 2019 opening...

To prove you meet the income requirement, you must provide your Notice of Assessment from the Canada Revenue Agency (CRA) for the last 3 taxation years before you apply.
If you don’t have your 2018 Notice of Assessment when you apply, you must submit your Notices of Assessment from 2017, 2016 and 2015.
If you have your 2018 Notice of Assessment when you apply, you must submit your Notices of Assessment from 2018, 2017 and 2016.

It means that in my case, the earliest eligibility will be once I receive the NOA for taxation year 2019...which should be sometime after April 2019 or whenever I file taxes.
If the government starts accepting applications before that, it would mean that I will have to wait for another year..
