when we send the full docs we should send them according to the rules when we FIRST applied , correct?


for example, we first applied to CIO on april. 8, 2009. but then the rules changed on say april 18, 2009. so by the time we need to submit full docs to VO, we need to stick to the old rules that were effective on april 8, 2009. this is correct, right?
