Right of Permanent Residence Fee (RPRF) are paid to your visa office in your case London V.O. This is paid together with the Medical Request form they gave you. It is usually paid thru a bank draft in CAD. You send the Bank Draft to the Visa Office thru a courier (DHL Fedex etc) to properly track it. There are instructions on your Medical Request on how to pay the RPRF

NY Consulate asked me to submit forms with Medical Receipt and RPRF fee. Do I need just send forms or I need to submit my photos, other documents etc with these forms?

Isn't the instructions laid out on the letter? Post the letter so we can guide you better. It is usually indicated in the letter they gave you whether photos, or other documents are needed. Usually its just the Medical Request or is it medical receipt? Clear up your questions they are quite vague so we can help you better.

Sorry for the unclear post.
Letter says:
Please be advised that your immigration interview is waived pending receipt of all the documents mentioned in this letter and passing medical exams. You may now proceed with the medical exams. ......
You will find medical instructions enclosed. Proceed immidiately with the medical examination and ensure that the DMP you have chosen is in the DMP list. Please submit legible copies of the receipt from the DMP office to us asap as evidence that you have complied with the medical exam requirement. The receipt from the DMP should clearly indicate the DMP's complete name.
Please complete an IMM8 form and return to our office promptly.
Yourself: IMM008, schedule A, Schedule 3, IMM5406
The following processing fees are outstanding:
The RPRF....
Please provide withing 60 days from the date of this letter, the information/documentation requested above....
My bring forward date is tomorrow and I know nothing will happen so not enjoying this,
One thing to notice is that …in the last two Caips notes The Line which shows our B’fd date looks like
Paper file sent to PA ( put away, storage place for paper files) , File B’Fd to XXX on ---------2011
But Now its like : Paper file sent to MPR , File B’Fd to M1G on 22 May 2012
Now what is the meaning of MPR surely not visa officers name code, is it any department, or place what is this?
One more thing there is no line to request ECU for MR or PPT ( I wonder WHY), just B’fd date is there and pending MR—PPT-- RPRF written only
Seniors plz comment on this situation

based on what you have stated, you need to submit the following;
(1).Properly filled-up IMM008,
(2). Schedule A,
(3). Schedule 3,
(4). IMM5406 for yourself
You need to pay the required RPRF by submitting a (5) bank/demand draft (ask your local banks)
then you need to undergo medical examination from the DMP (designated medical practitioners) there is a list of accredited DMPs together with the medical request form. Apparently there is also some sort of (6)acknowledgement receipt for the medical examination, so you need to submit that as well.
In summary you need to have your medical examination ASAP then afterwards submit all 1-6 documents to the visa office within 60 days from the date of the letter.
