You have people celebrating foreign workers whose work permits are expiring and who don't have the ability to apply as CECs because the program draws are suspended. If that isn't a whole new level of toxicity, i don't know what is.
Then what are people who have been waiting for 2+ years for a decision supposed to do? If CEC draws are continued, then backlog will never be cleared and if people in Canada are leaving because of no draws, why should I care?
I am super happy that CEC candidates are leaving, they are complaining and making noise in the media which is shining a big spotlight on IRCC's incompetence and you should also blame IRCC for this stupid situation. Maybe tell your CEC buddies to protest or something.

However, it doesn't cost anything to be empathetic about their plight, how would you like to move and work and settle in a country and then have to leave through no fault of your own? You would be disheartened, so why not be understanding of their situation?

The situation is a bit exaggerated. High score CEC folks have at least two routes - LMIA or PNP, and good for them that they are inland, so it would be easy to make some arrangements in this regard, especially if they're good as workers. As another option, they can leave Canada and continue to live in their home countries while having the opportunity to apply for the CEC stream for the next 3 years. The only issue is for lowball CEC's below 450, they should find a new job/PNP or leave with hopes that low score draws will resume (which probably won't happen anymore).
