All programs draws will happen and I think TR2PR stream will be NOC based like last year (no IG stream) so that they don't interfere with PNP programs and high scoring CEC's will still get their ITA's.

NOC based TR2PR wouldn’t be bad. But they had almost all nocs last year. Need to cut that down to actual demand nocs.
