They don’t manage them. PNP is plugged into EE simply because the mandate back in the day was for this to be so. Prior to that Provincial Immigration was largely paper based (someone correct me if i’m wrong here)
The bulk of the work on PNP is done at a Provincial level.

As far as EE is concerned, a nomination just gives you 600 extra points, rest everything is processed the same as FSW as you still need to meet 67 grid point assessment criteria for FSW eligibility.

If you go the PNP route, each Province has their own specific criteria you need to meet. There’s extra processing time (and cost) as the Province itself needs to vet you first prior to your nomination. And that is part of the reason why you get the extra 600 points.
Nothing is going to change the reality the guys in pool and pnp and backlogs are a million times competetive than CEC candidates ( again I am not talking about top universities,I don't think anyone graduated from McGill is going to come here and waste his time) they just got addicted to the freebies .

For a change, CEC and FSW post AoR will have same fate this year (minus the past delays that FSW have already faced in past 2 years). Lets see how many landings they want to do this year. If it is 50K, some 30K people in CEC+FSW+FST category are going to see their applications punted to next year.
Well, look at this in this manner. Their SLA for EE FSW+CEC processing is 6 months, right? So any draws after June can be earmarked to next years quota. This means, only invites for this year in first half will eat up the quota for this year. This is why they are saying no draws till June/July.
Now you have a quota of 50K in the worst scenario for FSW+CEC (60K goes for FISTULA (erstwhile TR2PR) and HEC (erstwhile Afghan immigration)). You have about 80K in backlog (54K for FSW, 24K for CEC and 1 K or so for FST). It does not take a genius to figure it out that they may not have enough space to land everyone in FHS in the WORST CASE when ALL the haircuts happens from FHS quota.
I think the other options they are talking about are taking some from spouse qouta or refugee quota to give FHS more breather. Another possibility (which is most likely) is to add more landing quota this year. The only unknow is the liberal mind of these folks. When they will add more quota, is it possible for them to get excited and align it with a new pilot of some sorts and neglect FHS?

Actually, the delay in completing the application comes from two heads. One is processing itself. Another is wait for a space to land. In 2022, the space for landing will become a limiting factor. Many people like I have their applications half processed from 2021. I have only security check and review of my wife's RCMP letter remaining. Most 2018/2019/2020 FSW have their ENTIRE application processed and they need a re-med. So they may not have limit in processing. They can process more applicants in second half (freshly invited) and land them next year with leftover backlog of 2021. Next year they will have more space because there is not going to be a HEC and FISTULA class to land.
