This happened simply because they were not working on any outland applications. Still, everybody knows what is going on still chooses to make stupid mistakes. I saw one of the FSW applicants make a similar mistake with their PCC and the application was rejected in early 2021 for incompleteness and FSW draws stopped so they literally lost their possibly only chance to immigrate to Canada.
Yes, in some cases PNP inland are treated even worse. Some PNP inland applications were transferred to other inland VO's like Etobicoke from CIO that doesn't normally work on FSW or PNP applications and nothing happened to those applications after R10, eligibility is not even started after 1+ years.

CIO is one of the shittier VO's in terms of processing and most PNP applications end up there so don't hold your breath after getting the nomination and AOR.
