I do think FSW draws will only happen in or after Q3 2022. They'll resume CEC-only draws for Q1 Q2 2022 to ease the transition to all program draws.

I still think that to be the case if we don't see any PPR's for FSW in early 2022. Clearly, IRCC is prioritising PNP over FSW because even recently approved FSW applications are not receiving PPR but 2021 PNP applications are getting PPR now.
