No. I doubt it. Indian government has "branded" a PR as citizenship. OCI is more or less an Indian PR which is sold as "Citizenship".

Its Punjabi that you might be interested in. There is more Punjabi spoken in Canada than Hindi.

Though to be honest, most folks who speak Punjabi will be able to understand Hindi to a good extent. Punjabi parts of India and Hindi parts mix very often.
