They stopped processing FSW apps because apparently, people were flying to Canada despite the entry ban. If they can use that as an excuse to further delay processing, it's possible will continue to postpone COPRs and new draws until the ban is removed from India.
At this point I can’t exclude any possibilities. One thing I’ve learned is that they really don’t care about the impacts of decisions they make on outland immigrants

That'd put targets at risk though. Especially with reduced CEC draws.

To be honest I don’t think those targets are cast in stone. I believe its more like they hope to meet them but not necessarily they would considering all different scenarios.
I think that Trudeau's government same as their opposition wants immigrants. Canada needs foreigners to survive

otherwise they will end up in a serious issues with old population, reduced taxes etc. They need immigrants to compete with US as an economy

I do not think that FSW is going away as a program. They might do the changes to stramline some occupations which at the end will not be as bad as w think it will be

You're saying that from an immigrant's perspective. If immigrants were that important to Canada, I'm sure they would have found a way to bring them over regardless of the circumstances. I think people overestimate the need for migrants from outside Canada. Most Canadians probably don't care or are indifferent towards immigration and so is their government it seems.

It's probably true they need immigrants for their long-term survival however they have an endless supply of immigrants from within the country. They can decide to scrap the traditional FSW draws and still have options to meet their immigration requirements.
