I don't know where that 370k figure came from. A total number of applications if you take an average of 5000 per draw would come up to about 150k max counting from August 2019 and more than half of them are processed or close to being completed.
PR applications don't come from express entry only, there are spousal/parents sponsorship and refugees which are all paper based and also most PNP applications are paper based.

That would be a diasater. Would it also mean that they are saving some for all class draws in Sep? I mean they have an aggressive PR target for 2021, 2022, and 2023
