Ohh sure. No smart country will go back to such obsolete measures. Vaccines are now available, the pandemic has ended in many countries (especially advanced economy countries); it will at worst exist as an endemic in localized areas in those places.

If truly IRCC actually has plans to invite 40,000 FSW this year with 5000 invites per draw, the cutoff will definitely start from 480+ and eventually end in the 460s in December. First 2 draws would be 480+, the cutoff will then hover within 470-479 for the majority of the draws before falling to 460s

Correction, no "rich" country will go back to such obsolete measures. We just entered a new lock down here in my country, and with vaccines here still as rare as an FSW draw, I'm afraid those obsolete measures are the only one we have in combating the virus.

Even I have to admit that my country is quite rich economically but our government are not that smart or competent; pretty sure we haven’t even vaccinated 5% of the population but we have not been under any lockdowns for more than a year now. No one really cares and ironically the pandemic is yet to have a hold on us. I’m partially vaccinated though.

Philippines, the lockdown is effective Aug. 6 - 20. In my case though, the company is sponsoring the vaccination, the problem is that it's gonna be late around Q3/Q4.

Hahahaha; it’s probably because we hardly remember what it feels like to have regular all program draws lol……ideally the provincial nominees would have been drawn in the next open draws so that shouldn’t necessarily mean a PNP-only draw is 100% coming next in this situation hehe
