I can see the only one reason: huge backlog. They don’t need more people right now.
Also, maybe somehow politically it looks better for them to transfer inlands to PR.

I don't think there's a lot to understand, the new pattern seems like PNP every 2 weeks and CEC every 4. FSW, no one knows anymore

In my mind, fsw are so economically attractive: highly skilled, ambitious and they have the money to spend (at least in the first few months). Yet no draws in 2021 at all!

I have seen many people say this. I don't see how it is linked to the IRCC backlog. Because if they wanted to clear the backlog, they would actually be doing it right now but everything is still the same way it has been for months.
