FST draw held 5 days before the October 21, 2019 elections and All program also took place earlier that month so that premise doesn’t really hold.
Not saying the draw will happen with 100% surety though but I doubt if elections have effect on round of invitations

I don't think so. Several times he said it that draws are not connected in any way with the elections however he mentioned something recently but he added that it is his own opinion

If FSW will start I think we will see FST first so in theory there will be FSW in a week or two weeks or after FST.

I don't see any link between the election and draws. Draws continued as usual in 2015 and in 2019 during the election with no disruption. I doubt we have an all program draw, but there's no reason they won't have another CEC (mega?)draw on the 15th.

What are you talking about? There is no quota for ITAs but rather for landed immigrants which equals to given PPRs

Honestly, what I don't understand with IRCC is why they keep sending out invitations when they have loads of backlog. This is worrisome and looks suspicious.
