I got 501 with 1 year work experience, masters and C1 in both English and French. Hard to imagine how to achieve that without a second language! maybe they have jobs in Canada?

MS degree + CLB 10 (C2) in English + 3 years of experience = 483. PHD degree will boost you to 496. But yes, the first round of invitations is for us bilingual people.

I have a feeling OINP draws are on hold for the same reason, they know open draws will start sometime in the fall.

Doubt they would do megadraw again. It lowers CRS too much. Maybe hold draws weekly, especially since there might be some people who are waiting for draws to resume to take IELTS again.

Moreover, they dont have the bandwidth to handle that many outland apps. I am thinking of open draws with 3k invites only

No such thing, they have developed and launched a new EOI system for paper-based streams in April this year which is why no EE draws are happening. Check updates from April 28 onwards on below link to understand:

Most scores between 481-496 have relations in Canada.
Most scores between 500-600 are bilingual
