Will canada meet it target 400K just with CEC.
Not likely
I see that the topic has already steered away, but since there have been some approvals for the 2018 FSW-O cases, do you guys think that the reasonable timeline for the 2019 cases will be a year from now, so summer of 2022, or will approvals come faster?
Asking this because my passport expires in October 2022, so wondering if this can be yet another obstacle for IRCC to send me PPR/COPR then...
They can go to 300 cutoffs for CEC, like Alberta has been doing for PNPs?

It is just recently. You will see that things will change very quickly

Just renew your passport before it has 6 months validity prior to expiring and submit it via webform.
I have this strong feeling we will start seeing more and more PPRs issued towards the end of August. The first week of September is when we will see those being issued on a regular basis. Whether or not this has to do with border opening but my feelings most often turn out to be right. I hope September is the month we all celebrate.

If you are Indian. You are allowed to renew your passport six months before expiry. So revisit this issue six months before the passport expiry. Only in the next few months we will know when our applications will be finalized. Next few months are very crucial. There were some 2019 applicants already finalized(check immitracker and FB groups). So you should be finalized anytime soon.
In any case I think fsw draws will start before the week of sept 20 because that week is when they issue PGP draws. I mean fsw should be higher in order of preference than PGP.
I cant seem to apply. No application page or form pops up. I already have a profile. Any advice please?
