Public service career salary bands are crazy in Canada. I had a choice to pursue either public career path (Canada) which meant I'd be limited to Canada or pursue private F100 experience (w lower pay). I chose the latter with hopes I can transfer to US one day. May be a huge mistake, will let you know in 10 years lol
To reach such high bands in Canadian Federal public service you will need to have the lowest IQ, competency and extreme amount of laziness, you sound like someone who knows your stuff. You are not qualified for such BS positions. I'm sure you are only qualified grow big in F100 don't worry.
Oh now I get it, by transcript scammers you meant some who are trying to thieve the applicants money and not send the Transcripts to IRCC. We experienced this for my wife's Graduate degree, She is a PHD had to get 3 education quals to be verified. For one of them we had to get agent, who ran away with the money, more than the money I was scared they will use the access to personal documents to do something illegal and get us into more trouble.

On the other hand keeping French cut-off so high won't make Lambdas study French for such a small score difference they will find it hard to find even an ounce of motivation now on they rather flip burgers in McD or serve donuts in Timmies to get more points and money.

I just got ITA and my passport is about to expire in 5.5 months. I need guidance should I apply for the renewal of my passport and then apply for ITA or do I have to apply now with the same info that I have provided with my current passport which is about to expire in 5.5 months?

You have an ITA wouldn't it make sense to use the opportunity to apply now. Unless you have a very high CRS and are confident of getting an ITA again even if this one is rejected.
Once you have applied and have an AOR, you can still get your passport renewed and let IRCC know via a web form of the new passport number. Many have done this and is what I would recommend.
It might become too difficult to get your new passport in time to apply. It would be criminal to waste an ITA for this you never know when you might get it again.
