Could it be that they issued all the PPRs that were processed before the Ukraine episode? And now we are starting to see the results of the halt in processing due to the Ukraine episode?
I don't think so. A lot of people who received re-medicals and ADRs in late February and March have received PPRs.
Unless the government increases capital gains taxes on non-primary-residence real estate, investors will continue to hoard them. But the Canadian government wouldn't do it because it will lower the artificially high GDP. (It applies to most Western countries, but Canada is a standout case)

No manufacturing = no real wealth. Canada is not a truly wealthy country, but rather a disaster waiting to happen. The 26 year old "CEO" of that "cutting edge AI startup" in Vancouver will only last 6 months and won't sell shit. Construction, heavy industry, manufacturing and production are the only way enough number of quality jobs can be created leading to enough export and wealth. So in 4 steps:
1. Build more machines and services
2. Sell more machines and services
3. Build more buildings
4. Sell more buildings
Or, I guess what Canadians would rather do:
1. Worry about dumbshit stuff like global warming and keep voting lib who will happily continue to sell the country to the Chinese invaders.

Problem is, Canadians don't wanna work. I'd already seen it myself but the pandemic showed it to the entire world. The whole country lived on government printed fake money for two whole years, unaware of the legendary inflation approaching.
Now when you have such lazy people as your population, what happens is exactly what that real estate lord said in the video: "They don't wanna own a home, they only wanna rent". So such real estate lords keep buying houses to rent out. You guess these lords would support new construction so they could buy and rent more houses? Hell no. More houses = less rent, and Canada doesn't have enough population to make mass renting at a lower price profitable. So these lords do exactly the opposite: Oppose new construction and buy as many of the existing homes as possible to strengthen their influence on the market. So what you end up with is an entire country of tenants who have absolutely no say on how much they'll pay for rent. Literal sheep.
Dumbfuck lib voters should learn at least one thing: It's cool to rent/share shit but some stuff in life cannot be rented, among which your land, your home, your ride (and I'd add your protection) are the most important.

Don't worry bro. Once we get our citizenship, we will head down south to the land of capitalism. No matter who I have talked to have said good things about the US - at least when it comes to owning houses. Yes, the land may be more expensive there but they are in proportion to your salaries. Canada is low salaries, high rental/ownership costs. If you have a high-paying job the medical issue is a moot point.
I like how Canadians like to show pride in their healthcare, but acknowledge it could take years to get a simple procedure done. It's only going to get worse when they bring in more people but won't increase the size of the medical staff force. I read this thread on Reddit yesterday about a man who lost his mother in the waiting area of the emergency room as there were no nurses or doctors attending the graveyard shift. People's response in that thread was "Oh well, bro. Time to move on. Nothing you can do about it now. It's not their fault they were short-staffed." How is that fucking acceptable in a first-world country? My shithole country is better equipped than that. This country is a ticking time bomb. When it does explode people's response will be - "But we are first-world! It's not allowed to have something like that happen to us!"

He must have got it in 2019 but didn't go in 2019. But by the time he booked his flight, the old 'rona took over. So his PPR expired and so he had to wait for IRCC to issue a fresh PPR to land.

His child had medical inadmissibility so had to be referred to the IRCC medical panel. That took a long time to get resolved.
