I have a few questions on the FSW procedure as such.
Say I am ready with my IELTS and EAC by May 4th.
What is the next procedure?
How are the applications tracked?
On May 4th we download all the forms(application package) fill it ASAP and send it to CIC. Depending on the number/order of applications received they will decide the cap.
Is this the procedure.

All forms and docs requirements can be done in advance
Prepare ur full application package such as forms, IELTS, ECA, PCC, POF, etc and keep it ready
You can send it by courier on 1st may (which will take 2 to 3 days to deliver)
CAP is already decided - 300 application per category

But the application package is not yet published for FSW 2013, isn't it?
So to confirm, depending on the order in which the CIC receive the package they will decide the cap on First come first serve basis. Am I correct?

Application package mean full documents of your which you can decide in advance
There is no special application package by CIC
Filling the forms will take time.collecting PCC, POF also will take time
Many people are already with whole package
You can wait till 4th may and go through your whole package and make small changes wherever necessary

That means I have very little time :-(
What about filling the cap?
Is it on first come first serve basis? I'm still confused on that part

My dear friend, I have applied in 2010 and have gone through whole process
Recently they had sent me updated forms to refill
Its upto u to decide...you cannot take a chance to fill the form on 4th may where people r eagerly waiting to submit

People here have used bad forms, only 1-2 months old and had their applications returned in whole.

I would fill out the forms available now, get the application ready to mail. Then check asap on May 4 to make sure they are the same. (Check the form number, publish date, etc) before mailing.
With the strict changes CIC is making, I expect them to be more stringent about the application process too.
i think Police clearing certificate (PCC) required in latter part and not at the time of application.. Isn't it?

arghh getting PCC in just one week is much tougher than ECA... even if you do some jhugaad ;D
Now hopes are narrowing day by day and lets again wait for next years NOC :-[
