With how I understand MA1981's post and ECAS status, the AOR was actually received. However, when they started processing on 3/16, they made a quick decision. IMO, it's something not nice. And just like everybody, I am hoping it is a bug.

Take Note: My agency is asking me our PCC and NBIClearance because as per February guideline (daw??) it should be included upon submission of application to CIO??? Does anyone stumbled on this latest guideline??? I am afraid they just "stir" me up on asking additional documents for delay dalying?? I hope i'm wrong.

Hi Capricorn, kelang February daw yun? Kasi sa pagkakaalam ko, during the time na inaayos ko documents ko October 2010 talagang kailangan na pass yung NBI clearance
It is my first time to here about this. Maybe, tanong mo sa kanila kung saan nila nakuha yung bagong guideline? Or maybe you can ask them to furnish you with the copy of it? At least, kung totoo yung sinasabi nilang guideline, you can share it with us. ;D
Anyway, we have a spreadsheet na for this forum. I added you na.

I already submitted my documents last October 28, 2010, (No agency , and my application was returned due to wrong encoding of VO :'( :'() the PCC and NBI was not yet included in the list then. It will be asked at a later stage from VO. Because the validity of these clearances is only 6 months, and this is the reason why they'll ask for this at a later stage pa.
Now, i hired an agency and they're asking me to have our PCC and NBI kasi nga as per February 2011 these clearances are included. I thought there's a new guidelines that i have'nt aware of. I am opening the website 2x a week and read, read, review, review and analyze each guidelines. :'( :'( :'(
