Well i believe its more dependent on the case officer and the NOC you are applying through. Its not dependent on no of PCCs required.

Today I joined the group on FB and I red all the posts from this thread.
I already put my timeline in google doc like month ago.

I need urgent help ......I m asked FBI Usa clearance certificate ......which is to be submitted in 30 days..
I had 3 Usa visits but all less than 6 months so I m wondering if I m sent this by mistake
I saw that FBI never issue certificate within 30 days.
Why to apply for this certificate??
How do I proceed from here?
Do I send a CSE that the document requested is not needed for me.

How short of 6 months were the trips? Any chance it was like 3 months then break, then 2 weeks, then break and then a couple of weeks/days etc.... somehow leading up to a combined majority within a long period?
My three visits were like 3 months in early 2010
5 months few days from May to sep 2011
5 months few days from May to Nov 2012
All in 3 diff years.
Interesting... though in total it did add up to quite a lot... over 13 months spent there in a period of 3 years... maybe that is why they are asking for it? to ensure no criminal record for those 13+ months...
I spent just about 6 months spread over a year in another country when I went to study, with several breaks where I had to come back to my home country (So I was in the foreign country October- November, Jan-March, May-June) and I still sent the PCC, because others had said that there were cases of rejection... so I guess it looks like its not an exact 6 month cut-off...
Did you have a place to stay during those 5+ months? or just hotels?
I stayed with my brother there. He is in USA.
But now the question is I got 30 days deadline. There is no way I can obtain this document in 30 days.
