I got my GCMS notes day before yesterday. I can confirm your theory that when the BG status changes to "In Progress" for Outlanders, the file is changed to RFV.
My GCMS notes were generated on 14 Dec 2015. In my GCMS notes, the agent notes that the "File is RFV" on 7 Nov 2015 and that is around the time, my BG changed to "In progress". I do not see any subsequent updates on my application.

The delay after RFV may be alluded to quota/target issue. It does seem as at October ending, they had hit their annual CAP, which may explain why they delayed issueing mass PPRs till last week in December. Technically, most of the PPRs issued late December wouldn't get approved until the new year, as such, count as this year's quota.
I got my COPR and passport returned today. I have a couple of questions:
1) Can I do the landing process and come back to USA without having USA visa? I am on H1B here and totally legal and my H1B is valid till July 2016 but dont have visa stamped. I heard something called Automatic Visa Re-validation but not sure what it is exactly.
2) If i can come back to USA and then go back to Canada after a few months then can i still take all my goods with me? or will it be a different procedure?
