I emailed CIC asking for my visa office 6 days back and got the following response the same day ...
Please note that your application is currently at the Centralized Intake Office in Sydney, Nova Scotia and has not yet been transferred to a local visa office.

How long should I wait before asking the same question again, or should I not ask at all?

Hi Gurik, Yes my file is at Ottawa according to the reply from CPC-Ottawa. My country of residence is India. And like you I never saw my BG status change to IP. It was NA from the beginning. People on the forum say that I cleared my IP1 and might have missed on the update and currently at NA2. So, waiting for my profile to update to IP2. Anyways, waiting eagerly for PPR.

How come your BG status never changed? Is that you were not checking you account constantly and might have missed it or does it happen that we get a PPR without any change to the BG status?

Even I thought I missed my IP1, as i did not checked my file on the day it changed to medical pass, so i assumed that i missed it.
But then I was checking my file regularly and never saw IP2, straightaway PPR. Guess my case was an exception maybe.
Ottawa takes 20-30 days on average to IP2, it will be soon! Keep updating
