Interesting fact, those who got 2nd line recently, almost 90% have points over 70 and send PCC with initial application.
Just an update, I submitted CSE to SGVO in regards to the delay in receiving ppc from US (previous fingerprints were rejected) and received a reply within 2/3 business days to keep them updated so that my file can remain open. Does that mean, they will continue to process my application up to the point where they need my pcc from US or they do not review other documents until they receive the ppc from US? Any idea?

Your case is bit strange since 4011 is hot noc for sgvo. And a large number of applicant already got visa and done with medical. My guess is your file is up
for further checking and also you can expect site visit.
