maybe their judge based on residential address that you have provided, has that you are close to Rome VO and maybe it is convenient for you to stamp your visa personally. Who knows..

Hi KDR686613,
sent all the required documents through express courier service. specify in the address "immigration section".
yes in my case they didn't ask me for PCC.
all the best!
Hi KDR686613 and faith,
Thank you for your support.
I checked my status on ECAS 2 days ago and only 1st and 2nd line appeared. I've checked it again right now and there are 2 more lines:
1. We received your application for permanent residence on November 12, 2014.
2. We started processing your application on April 27, 2015.
3. Medical results have been received.
4. A decision has been made on your application. The office will contact you concerning this decision.
I believe you get to know from VO long before ECAS is updated.
I sent all of my docs and application via "Poste Italiane" (Italian Post), which is less expensive, though a bit less reliable...
In my case they didn't ask for any PCC.

you have to submit together with other documentations the confirmation of medical completeness. this will be provided by the medical center when you will perform the checks.
you can pay online by a a Visa®, MasterCard or American Express credit card.
